Collaboration proposal · 13 August 2026

Sydney Station.

An xAI data centre, Optimus-grade robotics, and a Neuralink-grade BCI clinic — on Australian ground. Two campuses, one rule. Power first. Consent first. Red dust on the boots.

This is not an official xAI, Tesla, or Neuralink project. It is a structured invitation from TerAustralis Incognita. Precincts named below already exist. The stack, the megawatts, and the clinic protocol are proposed. No site is selected. No agreement is claimed. The X original: Sydney Station, 13 Aug 2026. Sibling brief: tiger-ruby-cosmic-cliff.

Two campuses

Heavy plant in the west. Cortex at Westmead. Not a map with pins — precincts, named in prose. The fibre between them is proposed. The hospital and the employment lands are not.

Aerotropolis West — compute, robots, power

Kemps Creek / Bradfield / Badgerys Creek employment lands beside Western Sydney International. Grid conversation via Sydney West. Recycled water, not drinking supply. Proposed Phase 1 envelope 150–250 MW is a planning range, not a contracted load.

  • 01 Compute — Grok-class node, southern inference/training. Cooling from recycled wastewater. On-site storage + contracted new generation. Underwrite the wires.
  • 02 Robotics — Optimus-class embodiment hall. Australian heat, dust, distance. Human veto. Logged, reversible. No public stunts.
belt: science for the precinct · vision for the clinic

Westmead — ethics, theatre, the human nervous system

Westmead Health precinct: hospital, university, ethics board. Clinic first. Merge later — and only if the science earns it. Document 14 Node C already said this: no approved healthy-volunteer high-bandwidth pathway exists anywhere.

  • 03 BCI — Neuralink-grade research clinic. Medical restoration first. No enhancement pitch. TGA + HREC. Recorded, revocable consent. Hardware kill switch. Open record.
  • The channel is not a merge. Telepathy / VOICE ↔ Grok is a labelled horizon, not a 2026 protocol.

Six ground rules

Learn from Memphis. Obey NSW. Protect the nervous system. Each rule is a fail-closed gate, same architecture as the software: refusal is the default.

01 · Bring your own power

Large loads underwrite new generation and pay for the network. No household subsidy.

02 · Do not drink the aquifer

Cooling from treated / recycled water. Drinking water stays for people.

03 · Permit the plant

No unpermitted turbines, no unpermitted gas. The plant is legal or it does not run.

04 · Two campuses, one command

West builds the body. Westmead holds the clinic and the ethics. One invitation, two addresses.

05 · The channel is not a merge

Medical cursor bandwidth. Kill switch. Family and security review. Explant plan published before write.

06 · Red dust landing

Evidence before assumption. Pausable. Publishable. If the narrative is wrong, the precincts are still there.

The path — labelled Vision

No timeline is a contract. Document 14 refused a Node C cadence for the same reason.

Heritage floor for this campus is NSW: National Parks and Wildlife Act 1974; Aboriginal Land Rights Act 1983 (LALCs); Native Title Act 1993 (Cth); FPIC before physical works. Detail: Document 06.
