Review Pack

Three artefacts. No mythos. No fifteenth document. No browser toys. A technical reader can finish this sitting and know what is surveyed, what is dreamed, and what they are allowed to run.

How to sit. Read the rules (five minutes). Read the geographic brief (seven). Read the licence (three). The Incognita Rule holds: dreamed lines stay labelled dreamed until they are surveyed. This pack forwards only surveyed facts and working software. Vision stays in the longer proposal, where it is labelled Vision. Intended reader: a SpaceX / SpaceXAI technical reviewer. The proposal remains All Rights Reserved.

01 · Consent and latency — the rules

CrystalCore is Python, in TerAustralis-Incognita-Code. This page does not simulate it. The rules a reviewer is asked to hold:

  1. Label or refuse. Every action carries a belt (science, vision, or docs/gov). Unlabelled speech never reaches the action.
  2. Ask first. A grant request must write a pending record first. If that write fails, the request is refused.
  3. Fail closed. No grant, or a revoke, blocks the next request. Refusal is the default.
  4. Revoke wins in flight. A grant can be taken back. The next action sees the revoke. Light-time delay does not keep a dead grant alive.
  5. Memory is not the model. Facts persist across a process restart. Models are swappable faculties, not the identity.
  6. Delay is labelled. Earth–Mars one-way is typically 4–24 minutes. Any compressed clock on a teaching page was a labelled aid, not a physics claim. The engine does not pretend otherwise.

Identity, if needed, is in the Python engine: two signing halves used as one person (Ed25519 32 bytes + ML-DSA-65 1952 bytes = 1984 bytes). The fingerprint is sixteen hex of the SHA-256 of that blob. A twelve-hex field signature is a different object and is refused. Those numbers are science. They are not a button.

02 · Geographic brief — surveyed facts only

Port and industry already exist

Port Hedland is a working deep-water bulk port on the Pilbara coast. Heavy industry, rail, and a FIFO construction workforce are already there. That is not the same thing as a recovery architecture. Orientation of an existing industrial machine is the claim — not a greenfield city.

Western Sydney Aerotropolis is a working precinct

Western Sydney International (Nancy-Bird Walton) is a 24-hour airport at Badgerys Creek. The operator states passenger services from 25 October 2026. Bradfield City Centre and the Western Sydney Employment Area sit beside it. That is a surveyed precinct. A 150–250 MW compute / robotics load is not contracted and is not forwarded here as surveyed. No site inside the precinct is selected. Invitation, labelled Vision: Sydney Station.

Critical minerals, dated

Australia was the world's largest lithium producer in 2024 at roughly 36% of global mine output (Chile ~22%). The Pilbara also hosts iron ore at export scale and rare-earth feedstock (Mt Weld → Lynas). Minerals are a surveyed stock. Propellant and mid-stream processing are not automatic consequences.

Legal corridor is in force

The U.S.–Australia Technology Safeguards Agreement was signed 26 October 2023 and entered into force 23 July 2024. It is the treaty-level instrument for U.S. launch vehicles and related technology on Australian soil. AUKUS Pillar 2 sits alongside. The corridor exists. Access to it by an independent Australian entity is not evidenced.

Re-entry on Australian soil has been done

Varda's W-2 capsule — launched on a SpaceX rideshare — landed at the Koonibba Test Range, South Australia, on 28 February 2025: the first commercial spacecraft recovered on Australian soil, with further landings since. Approvals, range operations, and recovery logistics have been exercised. That is a range fact, not a Port Hedland berth.

Dual-use sensing exists nearby

Space-domain sensing on the north-west coast (including the AUKUS-related radar at Exmouth) supports tracking and re-entry awareness. Earlier drafts placed DARC in the Pilbara; the correction is Exmouth. Sensing is not a crane that can lift a 52-metre stage.

Water is a constraint, not a backdrop

The Great Artesian Basin covers ~1.7 million km²; recharge is slow and localised. The Lake Eyre Basin covers ~1.2 million km² and is highly episodic. Any water-dependent pathway (process water, testbed, feedstock) must be engineered against these figures, not around them.

Free, Prior and Informed Consent is a hard door

No site selection, survey, construction, or testbed work proceeds over an identified sacred site or songline path without FPIC from the relevant Traditional Owners, in advance. Floor: Aboriginal Heritage Act 1972 (WA); Native Title Act 1993 (Cth); on the Sydney axis also Aboriginal Land Rights Act 1983 (NSW) and National Parks and Wildlife Act 1974 (NSW). FPIC is not the Native Title right to negotiate. Ceiling: higher than the legal minimum — Juukan Gorge (May 2020) is why. This brief names no specific sacred site.

Appin is named, not selected

Appin, Wollondilly, is Dharawal country (Cataract Gorge). On 17 April 1816 a camp was raided by the 46th Regiment; at least fourteen people were killed. The site was added to the NSW Heritage Register in 2022. On 24 July 1979 fourteen men died in the Appin colliery methane explosion. Aerotropolis West sits in the same south-west basin. That is not one nation claimed for all of Western Sydney, and it is not a site selection. It is why the unlit interior is not treated as empty. The dead are not a hook, and they are not forwarded as a Songline.

What this page does not claim

It does not select a site. It does not assert that Port Hedland is the optimal southern recovery port. It does not claim TerAustralis Incognita can operate a recovery berth. It does not claim a contracted megawatt load at Aerotropolis West. It does not claim a Telstra, Qantas, or Starlink partnership, an aviation install, native satellite voice, or 000 via Direct to Cell. Telstra Satellite Messaging (7 June 2025) and Select Satellite Apps (28 July 2026) are public. Qantas remaining off Starlink Aviation is public. CrystalCore as the layer when even that path is gone is Vision, held in document 08, and is not forwarded here as surveyed.

03 · Thirty-day evaluation licence

Software only. CrystalCore modules and Clementine. The proposal remains All Rights Reserved. Printable copy: evaluation-license.html · source EVALUATION-LICENSE.md.

  1. What is licensed. For thirty consecutive days from first download or clone, the Licensee may use the CrystalCore software modules published in CrystalArchitect/TerAustralis-Incognita-Code and CrystalArchitect/Clementine-ai-companion solely to evaluate fitness for a non-production technical review.
  2. What is not licensed. This licence does not cover the proposal documents at proposal.teraustralis.com.au, the longer narrative works, art, recordings, or any geographic / industrial concept. Those remain All Rights Reserved. Viewing them for personal evaluation is already permitted; this instrument adds nothing to that grant.
  3. Permitted use. Run the Software on hardware the Licensee controls. Execute the published self-tests. Inspect source. Produce an internal written review for the Licensee's own staff. That is the entire permitted set.
  4. Forbidden use. No production deployment. No sublicensing. No modification published as a competing product. No training of a model on the Software or its documentation. No implication of partnership, endorsement, or AUKUS / TSA access. No commercial use of any kind.
  5. Term and end. The grant ends at 23:59:59 Australia/Sydney on the thirtieth day, or on written revocation by the Licensor, whichever is first. At end, the Licensee must delete copies of the Software except one archival copy kept solely for the internal review file.
  6. No warranty. The Software is provided as-is. No warranty of merchantability, fitness, or non-infringement. The Licensor is a self-funded Australian sole trader (ABN 70 741 068 059), not a prime contractor.
  7. How to accept. Clone or download the Software during the evaluation window, and retain this instrument with the clone. No signature is required. For a commercial or production licence, write to the copyright holder before the thirtieth day.
